OK then.... Did they have to accept the pennies? I know most businesses can refuse to do business with you for any reason they want.

 

For instance you can't pay in change for everything I can think of lots of things.

And I think there is something now about paying in cash for vehicles. I know we heard stories of people paying for vehicles with cash but I think thats been changed. I could be wrong.

Technically they do not. Those cops dropped the ball a bit. The penny is not considered legal tender.

Apparently, a business can refuse to do business with you, meaning they don't HAVE to sell you something if they don't want to take your pennies. In this situation though, it's a bit different because they have this guy's car and so from what I can tell, they don't have a choice but to take the pennies or be sued.

Yeah, especially since the assholes require you bring EXACT change to do any business with the city. They can't make the jump to the 20th century and accept plastic for god's sake.....
