Is the time still the same or did it go back to 10cst. I know others that are still iffy about it starting at 9-930cst.

The time is as posted per rules; 9:00ct as default. You are welcome to ask the other team to play at 10ct but if there is any disagreement on the time it will default at 9ct.

I'll sign my team up if I can get a agreement with all the other teams that our matches would start no later than 10cst and no earlier than 945CST. It would be pointless and a waste of money to sign-up and having to forfeit a match everytime due to others taking advantage of our situation.
